Phrase consisting of 住めば (sumeba, “if you live [there]”, the hypothetical conjugation of verb 住む (sumu, “to settle in a place, to live in a place”)) + 都 (miyako, “capital city”).[1][2][3][4] Literally, “if you live there, it's [as good as] the capital”.
